The Problem

This is where penalty fines are generated. Most organisations track laws that are passed, which is useful, but forget to anticipate how such policies will be practically enforced.

As of 2026, enforcement anticipation remains largely absent from existing compliance tools. Between 2018 and 2025, companies worldwide were fined between an estimated $45 billion to $55 billion for failing to comply with enforced regulations, with thousands of organisations penalised each year as enforcement activity increased across multiple sectors.

Matisse is the Founder and Research Lead of Polarity Politica, leading research design, policy modelling, and enforcement-risk frameworks. With professional experience across French, European, and U.S. public institutions, including the French Embassy in the UK, French Ministry of Foreign Affairs, U.S. Government, and Office of the French Prime Minister, Matisse brings deep expertise in political analysis, public communication, and institutional research.

Timothée Dard

Co-Founder

Timothée Dard is an engineering student at University College London, studying Management Science with a focus on quantitative methods, data analysis, and decision-making under uncertainty. Alongside his studies, he has gained experience in venture capital and corporate M&A, working on early-stage investment analysis, market research, and strategic assessment. Building on this experience, Timothée co-founded Polarity Politica after noticing that regulatory and enforcement risk is often discussed too broadly, too late, and in ways that are difficult for firms to act on.
